<title>Electric Association Names New Director</title>

<description><![CDATA[<p style="text-align: left;"><img src="https://sdmunicipalleague.org/resource/resmgr/about/staff/omanson.beth.2026-web.jpg" alt="Beth Omanson" style="text-align: right; margin: 3px; width: 250px; height: 250px; float: right;" /></p><p style="text-align: left;">Beth Omanson, Sioux Falls, has been named the new Director of Electric Services for the South Dakota Municipal Electric Association (SDMEA).&nbsp;</p><p style="text-align: left;">Omanson joins the SDMEA with over 15 years in the municipal power sector, where she focused on building utility relationships and collaborated on energy efficiency initiatives and other joint action agency member programs.&nbsp;</p><p style="text-align: left;">“I am pleased to join the team and further the mission of public power, ensuring the municipal utility voice remains at the forefront,” she said. “I look forward to working with the SDMEA members on this mission.”</p><p style="text-align: left;">A lifelong South Dakotan, Omanson was raised on a farm near Chamberlain. She earned a Master of Arts and a Bachelor of Fine Arts from the University of South Dakota. She has lived in Sioux Falls with her husband and daughter for the past 18 years. Omanson enjoys spending time outdoors and traveling with her family.</p><p style="text-align: left;">As the Director of Electric Services, Omanson works with the municipally owned and operated electric systems that are association members. This work includes the legislative process, public education, safety awareness, information exchange, promotion of utility operational efficiencies, research, inter-organizational cooperation, and publications.&nbsp;</p><p style="text-align: left;">Omanson will be based out of Sioux Falls but plans to frequently visit the South Dakota Municipal League office in Fort Pierre, as well as member municipalities. <title>Box Elder Official Named South Dakota Code Officer of the Year</title>

<description><![CDATA[<p><img src="https://sdmunicipalleague.org/resource/resmgr/news/2026/code-officer-larson.jpg" style="width: 250px; height: 250px; float: right; margin: 5px;" alt="Mark Larson, Code Officer of the Year" /><br /></p><p>FORT PIERRE, SD – Mark Larson, Code Enforcement Officer for the City of Box Elder, was named Code Enforcement Officer of the Year last week by the South Dakota Association of Code Enforcement (SoDACE).</p> <p>The award is given each year to a member of the association for their outstanding contributions to their municipality as a code enforcement officer, contributions to their community as a citizen, and personal accomplishments.</p> <p>Larson was recognized for creating positive impacts on the community through his dedication, professionalism, and skill in carrying out the mission of the Box Elder Code Enforcement Department.</p> <p>“Through exceptional communication, investigative, and critical thinking skills, Mark consistently develops creative and effective solutions to a wide variety of code enforcement challenges,” said Box Elder Building and Code Enforcement Supervisor Chad Tomjack. “Mark has been firm when necessary and collaborates when possible. This balanced approach reflects the very best of the profession of a Code Enforcement Officer.”</p> <p>One of Larson’s most notable accomplishments this year was his assistance in managing a large, complex situation which had been a code issue in the city for over a decade. Mark became involved in the project during the later stages, but through his persistence, attention to detail, and effective coordination among multiple stakeholders, a viable resolution was finally reached. </p> <p>Larson also assisted in executing a contract to clean up two separate trailer parks of abandoned homes and significant amounts of trash and debris, significantly improving neighborhood conditions and the quality of life for surrounding residents.</p> <p>“These projects required careful planning, collaboration, and oversight, all of which Mark handled with professionalism and efficiency,” said Tomjack.</p> <p>Tomjack also credits Larson for developing cooperative relationships with other City departments, streamlining processes, improving communication, and ensuring complex enforcement efforts move forward efficiently and effectively. </p> <p>“What truly sets Mark apart is his ability to take on these major projects while maintaining his existing workload at a high level of performance,” said Tomjack. “On a day-to-day basis, Mark has done an excellent job working to keep our community clean, safe, and a great place to live by emphasizing voluntary compliance whenever possible. This approach has fostered cooperation, trust, and positive relationships between code enforcement and the public.”</p> <p>Larson was presented with the award during the annual SoDACE Training Conference, which was held at Drifters Event Center in Fort Pierre on May 6-7.</p> <p>SoDACE, an affiliate of the South Dakota Municipal League, is a statewide association that works to advance, educate, and improve efforts of state, county, city, and other political subdivision employees who are actively involved with and responsible for the enforcement of housing, municipal, county, state, or federal codes. <description><![CDATA[<p><img src="https://sdmunicipalleague.org/resource/resmgr/news/2026/champion.of.local.control-de.jpg" alt="Champion of Local Control Award Recipient" style="float: right; width: 250px; height: 333px; margin: 5px;" /></p><p>PIERRE, S.D. - The South Dakota Association of County Commissioners (SDACC) and the South Dakota Municipal League (SDML) are proud to announce that Senator Randy Deibert has been selected as the recipient of the inaugural Champion of Local Control Award in recognition of his steadfast support for local decision-making and his commitment to ensuring that the people closest to the issue are empowered to make the best decisions for their communities.</p> <p>The award was jointly established by SDACC and SDML to recognize legislators who demonstrate exceptional leadership in protecting and advancing the principle of local control in South Dakota. Senator Deibert was selected as the first-ever recipient because of his consistent belief that county commissioners, city councils, mayors, and local officials are best positioned to understand the unique needs and priorities of the citizens they serve.</p> <p>“Senator Deibert has been a strong advocate for the principle that government functions best when decisions are made locally,” said SDACC Executive Director Kris Jacobsen. “He understands that local officials are directly accountable to their communities and are often in the best position to respond to local needs, challenges, and opportunities.”</p> <p>Throughout his legislative service, Senator Deibert has worked collaboratively with county and municipal officials on issues including infrastructure, public safety, taxation, housing, and economic development. <description><![CDATA[<p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">DEADWOOD, S.D. – Several law enforcement personnel were recently recognized for their heroism and service to citizens at the joint spring training of the South Dakota Police Chiefs’ (SDPCA) and South Dakota Sheriffs’ (SDSA) Associations in Deadwood April 14-16. </span></p> <p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif; color: #0070c0;">&nbsp;</span></p> <p><b><span style="font-size: 12pt; line-height: 107%; font-family: Arial, sans-serif;">Officer of the Year</span></b></p> <p><span style="font-size: 10pt; font-family: Arial, sans-serif;">Officer Alexis Buysse, City of Watertown Police Department, was selected as South Dakota Officer of the Year by the South Dakota Sheriff’s Association and the South Dakota’s Police Chief’s Association.&nbsp;</span><span style="font-size: 10pt; font-family: Arial, sans-serif;">Buysse was recognized for her impact and community-centered approach as the department’s Mental Health Officer.</span></p> &nbsp;<p><b><span style="font-size: 12pt; line-height: 107%; font-family: Arial, sans-serif;">Sheriffs’ Service Award</span></b></p> <p><span style="font-size: 10pt; font-family: Arial, sans-serif;">Jenna Appel, Spink County Sheriff, was recognized with the Sheriffs’ Service Award for revitalizing department morale and leading significant technological and operational advancements that have improved safety, efficiency, and effectiveness.</span></p><p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">&nbsp;</span></p> <p><b><span style="font-size: 12pt; line-height: 107%; font-family: Arial, sans-serif;">Medal of Honor</span></b></p><p>Four SD Highway Patrol troopers were awarded the Medal of Honor by the South Dakota Police Chief’s Association and the South Dakota Sheriff’s Association. The awards stem from two separate incidents in which the officers performed acts of courage for the purpose of protecting human life.</p> <p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">Troopers Cody Jansen, Sergeant, Police Service Dog Central, and Eric Peterson, Police Service Dog East, were recognized for preventing a dangerous, armed suspect from escaping the scene of a violent crime and eliminating further threat to bystanders and responding officers. </span></p><p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">Troopers Kyle Knievel and Raymond Peters, Badlands Squad, were involved in a high-speed chase in Haakon County that pertained to weapons charges. When officers disabled the vehicle with a spike strip, the suspect exchanged gunfire with officers, kidnapped a female occupant from the nearby residence, and fled in her vehicle. Law enforcement pursued until they were able to again disable the vehicle. The suspect exited the vehicle holding the hostage at gunpoint, when he was fatally wounded by a rifle shot.</span></p><p><b><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">&nbsp;</span></b></p> <p><b><span style="font-size: 12pt; line-height: 107%; font-family: Arial, sans-serif;">Citizen’s Award of Merit</span></b></p><p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">The Citizen’s Award of Merit award was presented to Jeff Erickson, radio host for KYNT Riverfront Broadcasting, Yankton, for his dedication to fostering relationships between the public and first responders.</span></p> <p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">“Jeff embodies what it means to be a community leader,” said Jason Foote, Chief of the Yankton Police Department. “His tireless efforts to support local first responders, promote Yankton, and bring people together make him a truly deserving nominee. His dedication and passion have left a lasting impact on our community.”</span></p><p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">&nbsp;</span></p><p><b><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;"></span></b></p> <p><b><span style="font-size: 12pt; line-height: 107%; font-family: Arial, sans-serif;">Superintendent’s Award for Meritorious Service</span></b></p><p><span style="font-size: 10pt; font-family: Arial, sans-serif;">Chief Michael Schurch and Sergeant Tyson Bullis, City of Beresford Police Department, and Sergeant EJ Colshan, Lincoln County Deputy, were recognized with the Superintendent’s Award for Meritorious Service for their part in an April 2025 incident south of Beresford involving an armed suspect fleeing the scene of a violent crime.</span></p> &nbsp;<p><b><span style="font-size: 12pt; line-height: 107%; font-family: Arial, sans-serif;">Ken Prorok Traffic Safety Officer of the Year<span>&nbsp; </span></span></b></p><p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">Officer Taylor White, City of Tea Police Department, was recognized with the Ken Prorok Traffic Safety Officer of the Year for his professionalism, dedication, and proactive enforcement.</span></p> <p><span style="font-size: 10pt; line-height: 107%; font-family: Arial, sans-serif;">“Taylor’s efforts have directly contributed to the reduction of impaired driving incidents and improved traffic safety outcomes in his jurisdiction,” said Sergeant Michael W. <title>Roscoe’s Leland Treichel Elected President of the South Dakota Municipal League</title>

<description><![CDATA[<img src="https://sdmunicipalleague.org/resource/resmgr/news/2025/treichel.leland.2025.jpg" alt="Leland Treichel, SDML President" style="width: 300px; height: 300px; float: right; margin: 5px;" /> <p>FORT PIERRE, S.D. – Leland Treichel, President of the Board for the City of Roscoe, was elected president of the South Dakota Municipal League (SDML) at the association’s annual membership meeting earlier this month.</p> <p>As board president, Treichel will lead 18 other municipal employees and elected officials from across South Dakota to comprise the Board of Directors for the Municipal League, a nonpartisan, nonprofit organization that facilitates the cooperative improvement of municipal government in the state.</p> <p>Treichel’s service in Roscoe city government has spanned 40 years, serving as mayor, alderman, and in his current role as president of the board following the change of Roscoe’s form of government to a Trustee form a few years ago.</p> <p>Treichel has been actively involved with the Municipal League, serving as district chair for many years and as a board trustee.</p> <p>The association also elected Michelle DeNeui, Finance Officer of Spearfish, to serve as First Vice President and Dawn Murphy, Finance Officer of Tea, as Second Vice President. Treichel succeeds Carolynn Anderson, Finance Officer of Wall, who will continue to serve on the board as Past President.</p> <p>Board trustees include Rick Boschee, Mayor of Bowdle, Leah Braun, Chief of Staff for Rapid City, Paullyn Carey,&nbsp;Finance Director of Huron, Richard Thomason, Councilmember for Sioux Falls, and Laurie Woodward, Finance Officer/City Administrator of Custer.</p> <p>The board also includes representatives from the 10 SDML districts, which are elected in the spring of each year.</p> <p>The SDML Board of Directors is responsible for all the affairs of the League. The board meets once each year during the annual meeting and at other times as the officers determine. </p> <p>The election of the SDML Board of Directors occurred Oct. 3 during the annual membership meeting in Pierre. <title>Bowdle Mayor Rick Boschee Receives Top Municipal Government Award</title>

<description><![CDATA[<p><img src="https://sdmunicipalleague.org/resource/resmgr/news/2025/excellence2025.jpg" style="width: 300px; height: 300px; float: right; margin: 5px;" alt="Rick Boschee, 2025 Excellence Award Recipient" />FORT PIERRE, S.D. – Rick Boschee, Mayor of Bowdle, SD, was recognized earlier this month with the prestigious Excellence in South Dakota Municipal Government Award.</p> <p>The award is presented by the South Dakota Municipal League (SDML) each year to a municipal employee or elected official who has made significant contributions to their municipality and community.</p> <p>For more than two decades, Boschee has committed himself to the betterment of his community—first as a council member, then as council president, and for the past 18 years as mayor. Through it all, his leadership has been steady, his commitment unwavering, and his integrity beyond question.</p> <p>Boschee was recognized not only for his time in office, but for how he leads. Not one to be confined to a city hall desk, he often works alongside the street supervisor during maintenance, attends meetings at the city-owned hospital, and rolls up his sleeves to donate blood. He serves at community fundraisers, volunteers at the library, and steps in to help families in their most difficult moments – all tasks that reflect the heart of true public service.</p> <p>One of Boschee’s deepest commitments has been to the city-owned hospital. While not involved in daily operations, he has been a steadfast advocate, strengthening communication between hospital leadership and city hall, promoting its value to the community, and ensuring that healthcare remains accessible and sustainable for residents.</p> <p>Boschee’s civic involvement stretches across nearly every corner of community life. He served multiple terms as president of the town celebration board, led the local golf club, and guided his church as board president. He’s been a library Reading Buddy and helped with the annual spaghetti dinner fundraiser, ensuring resources for programs that keep the library thriving.</p> <p>Beyond formal roles, his compassion is evident in the quiet ways he serves. He assists with funeral coordination at the local funeral home, approaching this solemn responsibility with empathy and care. He’s been known to deliver flowers, help customers select greenhouse plants, or simply lend a hand wherever it’s needed. </p> <p>Boschee’s service also extends beyond city limits. As a district chair of the SDML for four years, he’s been a strong advocate for municipalities across the region, working directly with legislators to support bills that strengthen communities statewide. His voice has been an important one for smaller cities, ensuring they remain part of the conversation at the Capitol.</p> <p>Boschee was nominated by his colleagues at the City of Bowdle, who also lauded his leadership style. He is known to remain calm under pressure, listen more than he speaks, and treat everyone with dignity. The nomination also noted that “…with a quick sense of humor, he brings levity when it’s needed most, easing tension and reminding us that working together can—and should—be human.”</p> <p>"I’ve seen others receive this award over the years, and I never really thought I’d be in that category,” said Boschee. “So, to be honored with the Excellence Award from the South Dakota Municipal League is truly humbling. I’m grateful to our City Finance Officer for the nomination and for all the hard work she does for our town. His ability to secure compliance from property owners and businesses has significantly improved the city's overall appearance and quality of life for all citizens.”</p> <p>Ingalls typically handles 600 calls for service and 500 cases each year, which include junk vehicle violations, abandoned property concerns, signage compliance, offensive matter in yards, snow removal enforcement, sump pump issues, and other general ordinance enforcement. His efforts alleviate the workload for patrol officers, allowing them to focus on more pressing law enforcement duties. </p> <p>Beyond his official duties, Terry is a committed member of the Watertown community, actively participating in local Fraternal Order of Police Lodge activities and consistently dedicating his personal time to community service initiatives. </p> <p>“Terry’s positive interactions with residents and his commitment to community service help foster trust and goodwill between law enforcement and the public,” said Toomey. “His work ethic and problem-solving skills make him a model example of what a Code Enforcement Officer should be.”</p> <p>The award was presented during the annual SoDACE Information and Training Conference held at Drifters Event Center in Fort Pierre on May 7-8.</p> <p>SoDACE, an affiliate of the South Dakota Municipal League, is a statewide association that works to advance, educate, and improve efforts of state, county, city, and other political subdivision employees who are actively involved with and responsible for the enforcement of housing, municipal, county, state, or federal codes. <description><![CDATA[<p>The South Dakota Municipal Street Maintenance Association (SDMSMA) has awarded Traffic Control Device Grants to the cities of Burke, Crooks, Murdo, and Platte. </p> <p>The cities each receive up to $2,500 via reimbursement for purchased traffic control devices:</p> <ul style="list-style-type: disc;"><li>Burke - Radar speed signs to assist in speed enforcement along the portion of US Highway 18 that runs through town.</li><li>Crooks - Portable solar radar speed signs to increase awareness of speed limits in areas with high pedestrian and cyclist traffic along the shoulder.</li><li>Murdo - Flashing solar stop signs at the four-way stop at the intersection approach of US Highway 83 and Interstate 90 Exit 192 to alert traffic to stop to provide safety for motorists and pedestrians.</li><li>Platte - Solar radar speed signs in areas of high pedestrian and cyclist traffic along the Highway 44/Highway 45 corridor.</li></ul> <p>The SDMSMA established the annual grant in 2022 to provide funds to offset the cost of traffic control devices such as speed display units, traffic count units, and other flashing warning signs for pedestrians.&nbsp;</p><p>The SDMSMA is an affiliate of the South Dakota Municipal League. <description><![CDATA[<p style="line-height: normal;">FORT PIERRE, S.D. – The South Dakota Municipal League held their annual district meetings throughout the state in March and April.</p><p style="line-height: normal;">The meetings allow municipal officials to renew old acquaintances, make new ones, learn about new legislation, and visit with representatives from state agencies and other elected officials.</p><p style="line-height: normal;">The meetings were presided over by Carolynn Anderson, SDML President for 2025 and Finance Officer of Wall, who discussed the opportunities for networking and connecting with fellow SDML members. Sara Rankin, South Dakota Municipal League Executive Director, spoke about the outcome of the 2025 Legislative Session and the effect new laws will have on South Dakota municipalities. Attendees also had access to additional resources and information, including benefits of participating in the League’s risk-sharing pools. </p><p>Anderson also conducted the election of each district’s chair and vice chair for the upcoming year. <description><![CDATA[<p><img src="https://sdmunicipalleague.org/resource/resmgr/about/staff/osterkamp.kristi.2025-web.jpg" alt="Kristi Osterkamp" style="float: right; margin: 10px;" />The South Dakota Municipal League (SDML) welcomed Kristi Osterkamp, Blunt SD, to the staff in late January.</p><p>As the Senior Accountant, Osterkamp will assist the Deputy Director in all aspects of financial administration for the SDML and other organizations affiliated with the League, focusing primarily on Accounts Payables.</p><p>Osterkamp’s background includes nearly 34 years in the accounting field. Her previous employers ranged from an ethanol plant, to an accounting firm, to a construction company. She also previously worked for the SDML in the early 2010s as the accounting assistant. She says she is very happy to be back on the League team.</p><p>A life-long South Dakotan, Osterkamp grew up in Blunt, attended school at Agar-Blunt-Onida School District, and attended Northern State University. In 2023, the Center for Internet Security reported a 51% increase in ransomware incidents targeting state and local governments, underscoring the urgent need for enhanced cybersecurity measures. </p> <p>The South Dakota Attorney General’s Office, under Senate Bill 187, was given oversight of this grant program, and Attorney General Jackley underscored the significance of this initiative.</p> <p>“Cybersecurity is vital for the safety and security of our communities. We look forward to working with DSU and Mike Waldner to ensure that every municipality in our state has the resources it needs to defend against cyber threats. <description><![CDATA[<strong></strong><p><img src="https://sdmunicipalleague.org/resource/resmgr/news/2024/bobzien-excellence-award.web.jpg" alt="Robing Bobzien" style="float: right;" />FORT PIERRE, S.D. – Robin Bobzien, city manager of Aberdeen, SD, was recognized earlier this month with the prestigious Excellence in South Dakota Municipal Government Award.</p><p>The award is presented by the South Dakota Municipal League (SDML) each year to a municipal employee or elected official who has made significant contributions to their municipality and community.</p><p>Bobzien has proven to be a trusted leader and voice for city staff, elected officials, and their community. For over 30 years, he has provided professional, courteous, and careful management for various departments within the City of Aberdeen and has contributed to the success of many projects and processes.<br /></p><p>Bobzien played a key role in creating and executing city-wide capital improvement plans that have renovated century-old buildings, built and improved state-of-the-art culture and recreation facilities, and set aside capital to enhance and expand utility systems and improve streets to allow the system - and community - the capacity for growth. </p><p>Under his leadership, the City of Aberdeen implemented a 24-hour snow removal process that removes snow from city streets within one day of a snow event. <title>Communities Face $51M Budget Shortfall With IM-28</title>

<description><![CDATA[<p><span><em><span style="font-size: 16px;">Proposed Initiated Measure A “Disaster” for Cities and Towns</span></em></span></p> <p><span><span>&nbsp;</span></span></p> <p><span><span>PIERRE, S.D. – A new analysis from the South Dakota Municipal League estimates that if IM-28 passes, cities and towns would lose at least $51.5 million in sales tax revenue each year. The fiscal analysis includes IM-28’s impact on each municipality in the state.</span></span></p> <p>IM-28 would reduce municipal sales tax collections in larger communities like Sioux Falls and Rapid City by more than 8 percent, according to the analysis. Smaller towns like Roslyn, Tulare, White River, and Wolsey would see losses above 40 percent. The highest estimated loss would occur in Bonesteel with a 59 percent reduction. The full analysis with city information is available at <a href="https://nosdincometax.com/impact" target="_blank">nosdincometax.com/impact.</a><br /></p> <p>“Local governments directly impact the daily lives of South Dakotans,” said Sara Rankin, Executive Director of the Municipal League. “IM-28 would create massive holes in local budgets used for police, roads, parks, and everything residents expect their community to provide. Simply put, IM-28 would be devastating for our daily lives.”<br /></p> <p>The language in IM-28 conflicts with South Dakota Codified Law 10-52-2, which allows cities and towns to impose a sales tax of up to 2 percent on the same items taxed by the state. This means that if the state cannot tax “anything sold for human consumption,” neither can a city or town.<br /></p> <p>The poor drafting of IM-28 is referenced in the Attorney General’s explanation of IM-28, which notes that “Judicial or legislative clarification of the measure will be necessary.”<br /></p> <p>An annual loss of $51.5 million would reduce funding to fix potholes, update infrastructure, staff libraries, operate pools, and maintain parks.<br /></p> <p>The estimated loss for each municipality was calculated by first aggregating all of the monthly sales tax reports for communities by SIC code from the Department of Revenue for 2023. Then a percentage was assigned to each SIC code to represent how much of the sales tax revenue generated by businesses under that code comes from consumables. Lastly, those percentages were applied to the 2023 tax data for each community in the state to develop the estimate.<br /></p> <p>“IM-28 would be a disaster for cities and towns,” said Harry Weller, Mayor of Kadoka and Municipal League President. “In my town of Kadoka, we’ll lose at least 24 percent of our sales tax revenue. Local governments run on lean budgets as it is. <description><![CDATA[<p><span style="font-size: 10pt;"><img alt="" src="https://sdmunicipalleague.org/resource/resmgr/news/2024/2024.fo-of-year.jpg" style="float: left; margin: 10px;" />FORT PIERRE, SD – Roxanne Heezen, Finance Officer for the City of Fort Pierre, was named Finance Officer of the Year last week by the South Dakota Governmental Finance Officers’ Association.</span></p> <p style="line-height: normal;"><span style="font-size: 10pt;">The award is given each year to a member of the association who has made significant contributions to their municipality as a finance officer and their community as a citizen.&nbsp;</span></p> <p style="line-height: normal;"><span style="font-size: 10pt;">Heezen was recognized for her diverse skillset, extensive experience, and willingness to help wherever needed. As the finance officer for the past 15 years, she has financially led Fort Pierre through a 100-year flood event, a nationwide Covid-19 pandemic, and the restructuring of the city maintenance department.</span><br /></p> <p style="line-height: normal;"><span style="font-size: 10pt;">In addition to her roles as finance officer, Heezen handles the Human Resource Department, the Informational Technology Department, and, according to Fort Pierre Mayor Gloria Hanson, is “quick to put on any other ‘hats’ that are handed to her with a smile and compassion.”</span><br /></p> <p><span style="font-size: 10pt; line-height: 107%;">“Roxanne’s forward thinking has tremendously benefited Fort Pierre in more ways than just financially,” said Hanson. “Roxanne offers many years of supervisory/management expertise to Fort Pierre, making sure employees have the tools needed to complete their jobs efficiently. She is a conscientious team player and isn’t afraid to be the “hands-on” person – whether it’s filling sandbags or repeatedly crunching the numbers for the most efficient use of the city budget.”</span></p> <p><span style="font-size: 10pt; line-height: 107%;">Hansen added that Heezen has worked tirelessly to provide the means to improve infrastructure within Fort Pierre, making sure that the utility rates are affordable for the customer and yet sufficient to obtain outside funding sources for utility improvements, and that she continues to work towards a long-term water source for the City of Fort Pierre.</span></p> <p><span style="font-size: 10pt; line-height: 107%;">Heezen was also commended for her community involvement. She can be found at most Fort Pierre events and fundraisers, including long-standing events such as the Community Christmas Tree Lighting/Soup Supper, Trader Days/Turkey Races, and the Community Picnic, as well as helping organize benefit events for community members in need. Heezen was involved in securing the SD State Historical Society's Deadwood Fund grant for historic preservation to help with renovations to the Verendrye Museum, which is integral part of Fort Pierre’s history.</span></p> <p><span style="font-size: 10pt; line-height: 107%;">Heezen has also been involved in the Lutheran Memorial Church Council, supported many years of children’s school and extended activities, and is an active member of the South Dakota Governmental Finance Officer Association (SDGFOA). She has served on the SDGFOA Board of Directors since 2019, serving as president in 2023 and currently as past president.</span></p> <p><span style="font-size: 10pt; line-height: 107%;">“Roxanne has an outstanding rapport with her co-workers, the various City committees, and contractors that she works with on a daily basis,” said Hanson. “She interacts well with the residents and businesses of Fort Pierre, keeping an open-door policy. <description><![CDATA[<p><img src="https://sdmunicipalleague.org/resource/resmgr/news/2024/code-officer-year.jpg" alt="Chad Tomjack, SoDACE Officer of the Year 2024" style="float: right; width: 300px; height: 450px; margin: 5px;" />FORT PIERRE, SD – Chad Tomjack, Building Inspector for the City of Box Elder, was named Code Enforcement Officer of the Year last week by the South Dakota Association of Code Enforcement (SoDACE).</p> <p>The award is given each year to a member of the association for their years of service as well as outstanding contributions to their municipality as a code enforcement officer, contributions to their community as a citizen, and personal accomplishments.</p> <p>Tomjack was recognized for his exceptional work ethic, dedication to helping citizens, and commitment to enforcing codes fairly and effectively.</p> <p>“Chad truly stands out due to his dedication to going the extra mile to assist citizens in understanding and meeting code requirements,” said Wayne Rasmussen, Box Elder Safety and Risk Manager, who nominated Tomjack for the award. “He consistently takes the time to educate residents on regulations and ordinances while working closely with them to develop practical solutions for achieving compliance.”</p> <p>As a code enforcement officer, Tomjack’s role is extremely important in maintaining and improving the quality of life for residents, said Rasmussen. By enforcing building codes and ordinances, he ensures that structures are safe, sanitary, and in compliance with regulations. This not only protects the health and safety of the community, but also helps prevent deterioration in the city. In addition, Tomjack’s work helps to uphold property values and create a more attractive environment for residents and visitors. </p> <p>Tomjack is also an advocate and helper in his community, donating his time to various organizations that assists pets in need as well as to the American Legion. <description><![CDATA[<p>The South Dakota Municipal League is thrilled to unveil an exciting new logo and visual identity to mark a significant milestone in the association’s history.</p> <p>“With the League celebrating 90 years in 2024, we not only want to look to the past, but to the future,” said SDML Executive Director David Reiss. “This rebranding initiative creates a cohesive, updated look to serve as the visual embodiment of the League's voice and values.”</p> <p>The rebranding effort for SDML encompasses several exciting elements, including:<br /></p> <ul><li>A contemporary logo and color scheme that represents collaboration and strength.</li><li>An updated website featuring a member-centric interface and seamless navigation.</li><li>An expansion of member benefits and services, including online forums, simplified event registration, and online invoice tracking.</li><li>A renewed commitment to member excellence.</li></ul>    <p>SDML staff worked for months with the talented team at UpFrame Creative out of Brookings, SD, to create the new logo, which uses a bridge graphic to represent a strong foundation and cooperation.<br /></p> <p>The team considered about 20 unique designs throughout the process, then fine-tuned the leading candidates with different color schemes and typefaces. The final two options were presented at the annual conference last fall, where members were asked to vote and provide feedback on each of the choices.<br /></p> <p>“Member choice was the deciding factor on the final logo,” said Reiss. “And the result is very fitting - an updated look that visually aligns with the culture and purpose of the League.”</p> <p>Members will also have access to a new website at the start of 2024. The site will sport the new look but also includes several new features. Members will be able to easily search the database, send messages, post questions to online forums, join affiliate groups, access event registrations, track invoices, and more. SDML staff will be working with the membership throughout the year to highlight the new features so members can take full advantage of them.</p> <p>Reiss says the rebranding also provides an opportunity to evaluate and expand member services even further, including long-term planning to determine goals and needs.<br /></p> <p>“This is just the beginning of a new era for SDML,” he said. “We’re looking forward to making this journey together for the benefit of South Dakota cities and their citizens.”</p><p>&nbsp;</p><p><img alt="" src="https://sdmunicipalleague.org/resource/resmgr/news/2023/new-logo-press-release.jpg" style="width: 500px; height: 1117px;" /><br /></p><p>&nbsp;</p>]]></description>

<title>Mayor Fideler of Volga Receives Municipal Government Award</title>

<description><![CDATA[<p style="text-align: left;"><img src="https://sdmunicipalleague.site-ym.com/resource/resmgr/news/2023/10.17.fideler.ken.jpg" alt="Ken Fideler" style="text-align: right; width: 300px; height: 450px; float: right; margin: 10px;" />FORT PIERRE, S.D. – Ken Fideler, mayor of Volga, SD, was recognized earlier this month with the prestigious Excellence in South Dakota Municipal Government Award.</p> <p>The award is presented by the South Dakota Municipal League each year to a municipal employee or elected official who has made significant contributions to their municipality and community.</p> <p>Fideler has devoted countless hours to his city as an elected leader, first serving 20 years as a city councilmember and then serving in his current role as mayor for the last year.</p> <p>Fideler’s focus is ever on the future – he is the first to step in and help train newly elected council members, and he acted as a guiding force towards establishing a much-needed city administrator position for the rapidly growing community.<br /></p> <p>He has also served on numerous community organization leadership committees including as board president for the school board of a local Christian school, as a regional board member for the Elevator Managers Association, and as the city’s representative for the municipal golf course – a course he was instrumental in developing.<br /></p> <p>Fideler’s impact on the people of his community and area continues through his personal efforts. Through his involvement in his church, Fideler works with people in need by administering needy assistance and by working with individuals to increase their self-sufficiency. In another example of his servant leadership, he assisted at the 2015 Delmont tornado disaster by not only gathering equipment and resources to address the devastation, but he also operated that construction equipment during debris cleanup.<br /></p> <p>Fideler was nominated by the City of Volga in appreciation for his many contributions to the improvement of the city and dedication to its citizens.<br /></p> <p>The award was presented to Fideler as part of the South Dakota Municipal League’s annual conference, held Oct. 3-6 in Rapid City.<br /></p> <p>##</p>]]></description>
